Member of the Federation Council of the RF Federal Assembly from the People’s Khural of the Buryatia Republic. Member of the Federation Council Committee on Science, Culture and Information Policy. Member of the RF Federal Assembly Federation Council representing higher executive body of the Republic of Buryatia.
Born on September 3, 1949 in the village Zakuley, Nukutsky
district, Irkutsk region, in the family of a local teacher.
After graduating from a high school in Nukut in 1966 entered the
faculty of geography at Irkutsk State University.
In 1971 graduated from the university (honoured diploma) with a
speciality ‘geographer-geomorphologist’. Started working as a
junior research fellow at the Chita branch of the USSR Scientific,
Research, Project and Construction Institute of Gold and Platinum,
Diamond, Tungsten and Molybdenum Industry under the USSR Ministry
of Non-Ferrous Metals.
In 1976 got a candidate’s degree (Phd) at the Institute of Geology
and Geophysics under USSR Academy of Sciences. The theme of the
paper was ‘Main Stages of the Shilkin Midland Relief Development
and Assessment of the Content of Gold in the Alluvial
Deposits’.
Under his initiative Smaller Academy of Sciences was formed in
Ulan-Ude in 1977 which it is still working. He also initiated the
formation of the Council of Young Scientists of the Buryatia
Autonomous Soviet Socialist Republic.
In 1988 was appointed presidium deputy chairman of the Scientific
Centre, USSR Academy of Sciences Siberian branch. He also organized
Baikal Department of Nature Management Problems which under his
initiative was in 1991 transformed into Baikal Institute of
Efficientl Nature Management (within the framework of Siberian
branch of Russian Academy of Sciences).
In 1988 году Higher Classific Commission confirmed his degree as
Doctor of Sciences for the dissertation named ‘Origin and Evolution
of the Intercontinental Mountain Relief (example – Mongolian and
Siberian Mountain Range)’.
Since 1991 - Director of Baikal Institute of Efficientl Nature
Management (under Siberian branch of Russian Academy of
Sciences).
Since 1992 – Councillor on ecological issues to the Buryatia
Republic President and to the People's Khural (Assembly)
Chairman.
Since 1996 – member of the Northern Forum Academy (Finland). Member
of the International Academies’ of Sciences Association of the CIS
member states.
Since 1998 – acting member of the Russian Ecological Academy.
2000 - 2004 – member of the ‘Region: Sociology and Economics’
magazine editorial board.
Since 2000 – acting member of the Academy of Mining Sciences.
Official representative of Vladimir V. Putin during his
presidential election campaign.
2001 – member of the Presidium of the Political Council, Buryatia
Regional Dept. of the Party Yedinstvo (Yedinaya Rossia)
2002 – Higher Classific Commision confirmed his academic
status ‘professor’
2003 – elected Corresponding Member of Russian Academy of
Sciences.
2004 – initiator and scientific council chairman of the ‘Mir
Baikala’ (‘The World of Baikal’) magazine.
2005 – elected member of the scientific council of the
Russian Geographical Society.
2007 - 2013 – deputy of the People’s Khural, Buryatia
Republic
2008 - 2010 – member of the co-ordination council of
the Zabaikalye Development Corporation Ltd.
Executive editor of an encyclopaedic edition ‘Baikal : Nature and
People’. Scientific organizer of the international expedition
‘Mirs on Baikal’ where manned deep water vehicles ‘Mir-1’ and
‘Mir-2’ were used. Hydronaut.
Since 2013 года – RF Federal Assembly Federation Council member
representing the higher legislative body of the Buryatia
Republic.
